Chemical management has moved from voluntary marketing to a procurement gate: brands with ZDHC commitments ask mills for conformance evidence before orders, not after. For a fabric mill, the question “what should you prove” has a specific answer, and for buyers, knowing that answer separates real chemical stewardship from a PDF with a logo. This guide walks through the ZDHC framework from the buyer’s side of the table.

What ZDHC Actually Is

ZDHC, the Zero Discharge of Hazardous Chemicals program, is a brand-and-manufacturer coalition that publishes the industry’s working chemistry rulebook: a Manufacturing Restricted Substances List (MRSL) that bans or limits substances in production chemistry, implementation guidance, and a conformance framework suppliers are audited against. The ZDHC Roadmap to Zero programme site hosts the current MRSL and guidelines. The key distinction buyers miss: MRSL governs what goes into the production process, while an RSL (restricted substances list) governs what remains in the finished article. A mill proves MRSL conformance; a brand tests finished goods against its RSL.

Conformance Levels and What They Mean

ZDHC MRSL conformance is graded in levels that describe how completely a chemical inventory is cleared: foundational-level conformance means the mill’s chemical formulations meet the MRSL baseline across its inventory, with progressive and aspirational levels representing deeper coverage and the stricter chemical lists some brands demand. Evidence comes from recognized industry pathways, chemical suppliers’ conformance declarations plus mill-level chemical inventories checked against the MRSL, rather than a single universal certificate. Buyers should ask which level the mill operates at and for the supporting inventory evidence, not just for the word “ZDHC.”

The Documents a Mill Should Produce

Four artifacts make chemical management checkable. A chemical inventory list naming formulations used in dyeing and finishing. Supplier conformance documentation from the chemical makers showing MRSL-cleared formulations. Wastewater test results aligned to the ZDHC Wastewater Guidelines where the mill discharges process water. And batch-level test reports tying specific shipments to controlled chemistry, which is the same discipline as the mill test report buyers already use for composition and performance. Inventory without wastewater data, or wastewater results without inventory, both leave holes an auditor will find.

Three questions do most of the sorting. Which MRSL conformance level do you hold, and may I see the inventory evidence? Are your wastewater results published or shareable under the ZDHC gateway discipline?
